Higher eligible construction costs, new renovation rules – an overview of the key changes.
From 2026, several important aspects of housing subsidies and renovation support in Tyrol will change. It is therefore worth taking another look at the amendments adopted by the Tyrolean provincial government on 30 September 2025.

The most important updates
Higher eligible construction costs
The ceiling for “reasonable total construction costs” will be increased. In practice, this means that a larger share of actual construction costs can be subsidised – and thus higher potential support for new builds and major refurbishments. For example:
– Owner-occupied homes/terraced houses with basements and residential homes are now eligible for up to around €3,105 per m² in total construction costs.
New renovation initiative from 2026
Austria is launching a nationwide support program aimed at improving the energy performance of residential buildings between 2026 and 2030, with around €360 million available per year. Measures that reduce energy consumption or increase efficiency can be subsidised if they meet the criteria.
– Eligible: Renovation measures implemented on or after 3 October 2025
– Applications: Possible from November 2025 onwards
Changes for heating systems and photovoltaic installations
For the renovation subsidy, maximum eligible investment amounts (caps) will be introduced for the replacement of heating systems and for photovoltaic systems. This is intended to better target public funds and ensure that subsidies are distributed efficiently.
What this means for buyers and builders
– New builds: Higher ceilings for construction costs mean that, depending on the project, more support may be available.
– Renovations: New federal funding can often be combined with existing provincial programmes, which can significantly improve the overall funding mix.
– Energy efficiency: There is a continued strong political and financial focus on “climate-fit” buildings – projects that reduce energy consumption are clearly favoured.
